What should it take to be an American citizen?

As a resident of Southern California, I see a lot of illegal immigration. However, the kind of immigration that bothers me the most is the practice of having anchor babies. That is what happens when pregnant women run across the border and have their baby in the U.S., therefore they get to stay because their child is now considered a citizen, plus they get access to all sorts of free public aid.
I read somewhere that the government is considering changing the rules of citizenship, and I was hoping to see what you folks think about this:
What if we change the rules of citizenship here to be not that you are just born here, but instead, one of your parents must be a citizen in order to have citizenship from childhood. Otherwise you become eligible for citizenship after the age of 18. This would help lessen the financial drain that anchor children have on our economy in the border states.
Do you think this would be fair?

What seaide towns in Southern California have lots of public access and open views of the beach and the ocean?

t seems so much of the ocean front land in the USA is restricted to private property and hotels. There seems to be very little access to the water for the public; the vistas of the beach from the roadside are few and far between. Are there any towns in Southern California where the local governments have made for wide open access to the beach for people, as well as long stretches of roadside views of the oceanfront?
